Community Service

Community ServicesThe City of El Paso, other governmental agencies and non-profit community agencies participate in the Municipal Court Community Service Program (MCCSP) to provide meaningful work to individuals who have been assigned community service hours by a municipal court judge. In turn, the hours served provide a labor source to these agencies which benefits the community.

In addition, judges and staff, Mothers Against Drunk Driving (MADD), and U.S. Customs and Border Patrol, provide presentations to juveniles on issues such as underage drinking, traffic safety, theft, and drug trafficking. Presentations are held every two months. The Municipal Court also participates in Teen Court which provides education about the juvenile justice system, including community service and life skills classes.

Mission

The El Paso Municipal Court Community Service Program strives to provide meaningful community service projects as alternative sentencing for Class C misdemeanor convictions, to serve as a deterrent to recidivism, and to promote responsible civic behavior from participants in the program.

Our Goals

  • Refer Class C offenders to assignments at host agencies where their labor hours will benefit the community and help the offenders reconnect with the community
  • Recruit and maintain a wide variety of governmental and non-profit host agencies geographically distributed across the city
  • Assign offenders to host agencies close to their home or work so as to encourage successful completion of assignments
  • Ensure community service work sites are safe for offenders and conducive for performing community service.
  • Provide comprehensive educational classes, workshops and life skills classes; including alcohol, tobacco awareness and drug prevention classes
  • Ensure compliance with judicial orders for community service by monitoring cases
  • Treat all offenders fairly and with dignity

Community Service Procedures

  • Client must contact the community service office in order for the procedures of the program to be explained, to receive a referral to the agency where they will perform community service, and a timesheet
  • At the time of conviction and sentencing, the client requests community service from the El Paso Municipal Court Judge
  • If the judge approves the community service assignment, the client obtains the order from the judge. Please note: Adult community service is contingent upon being found indigent by the judge
  • Client calls the community service office (915) 212-0229 to speak to the sentencing coordinator or a representative
  • The sentencing coordinator or representative will refer clients to a work site supervisor, who will set up a work schedule, discuss hours of operation, reporting location and dress code requirements.
  • Students may not work after 7:00 pm during the week (Mon-Fri)
  • Clients will report to assigned work site supervisor. Supervisor will verify client identification and community service referral form
  • Clients may work either full days or a minimum of four-hour shifts, depending on the availability of the client and/or requirements of the work site
  • Clients will report at the end of the day or shift to the Supervisor to verify and sign timesheet
  • Clients must submit their timesheet to the community service office on or before the due date

MCCSP Dress Code

The MCCSP enforces a strict dress code designed for the safety of the clients. Those who do not comply will be sent home when they report for service.

  • The client must wear appropriate clothing and be well groomed when reporting to the work site
  • Comfortable shoes are required and must cover the entire foot. The following are not allowed: high heels, slippers, sandals or shoes of any kind without backs
  • Tank tops, muscle shirts, shirts with obscene or derogatory pictures or phrases are NOT allowed. Shirts/blouses must cover torso entirely. No exposed midriffs allowed
  • Shorts, cut-offs, sweat pants, low-cut jeans, halter-tops, crop tops, skirts or dresses are NOT allowed. Jean-type or khaki pants worn with a belt are preferred
  • No gang related items or gang colors allowed
  • Hats are recommended for protection from the sun. Caps are to be worn properly and may not have obscene or derogatory pictures or phrases
  • Sunglasses and sunscreen are recommended strongly

Frequently Asked Questions

Where can I go do my community service?

We have a list of sites to choose from. Defendants granted 20 plus hours may choose up to two locations.

Can I go to a location that is not in the list to do my community service?

A Supervisor is the only one that can approve a location that is not on our list.

Can I change the location where I am doing my hours?

Yes. We can issue you an update time sheet, too, or the new location can provide their own proof of the hours you did.

Can I turn in my community service hours late?

Yes, however Judge will decide whether or not to accept your hours late. There is no guarantee, so please call for an update on your case after submitting late Community Service hours.

I do not think I will finish my hours by my due date, can I get an extension?

OPTION A. The Judge is the only one that can grant or deny an extension.

OPTION B. Turn in your completed Community Service hours late and check for updates on whether or not Judge accepted them. Meanwhile you’ll be set up for a Did Not Comply hearing and depending on the Judge’s decision, you may or may not have to attend this hearing.

OPTION C. Finish completing your late Community Service hours and present them at your Did Not Comply hearing for the Judge review.

I did not do my Community Service hours, or they are incomplete, what are my options?

You will be set for a Show Cause (Did Not Comply) hearing to explain to Judge why you did not comply -or- you can pay off the citations and you do not have to do the community service.

If I do not turn in my Community Service hours, will I get a warrant?

If you were granted Community Service hours at an Indigent Hearing and do not turn in your hours, you will be set for a hearing where you will come and explain to the Judge why you didn’t finish your hours on time. However, if you do not show up to your hearing, then a warrant can activate.

If I get my GED/CDL License, can the count as community service?

Yes. Submit the GED certificate or any proof that you passed/got certified. We can present it to the Judge and it will be at his/her discretion whether or not to accept it in the lieu of Community Service hours.

I already turned in my community service what do I do next?

Call in 5 business days to get a status on your case. We still have to verify the community service and then apply credit to each citation.

Can I email/fax my community service time sheet?

If defendant does not live in EL Paso, they can email it. No faxes time sheets are accepted.

Can my husband/wife turn in the community service time sheet for me?

Yes. Anyone can turn it in for you.

What time can I turn in my community service?

From 7am-6pm at any window at the Municipal Court.

What time can I go get a community service time sheet?

From 8am-5pm
